Obviously, Cell isn't that strong. His most powerful incarnation capped at "stronger than SSJ2 Gohan". From a first glance, there's no reason to think he'd ever become golden. However, we have to look at Cell not just as his own person, but as technically a part of Frieza's race. Cell, like Frieza, never trained seriously a day in his life.

Cell's statement suggests that the cells could have been obtained the same time Freeza's and Cold's were, as there's a back and forth on whether it was Goku or Trunks that defeated them in Cell's timeline.

Firstly Cell has amazing regenerative ability which Broly has no counter too. Secondly Cell also has instant transmission and solar flare. Both of these abilities give huge combat advantages especially to somebody as smart as Cell. Should he ever get torn down he can solar flare and IT away. Thirdly Cell can create Cell Jr's with almost no effort.

Imperfect Cell thought Piccolo was weak, and that he could beat him and even if he wasn't weak knew he can escape via solar flare. After assessing Piccolo and realising he was stronger than expected, Cell didn't panic but remained calm knowing he could escape with the Solar Flare.

By comparison 153 chapters in the manga have frieza has the looming bad guy or main antagonist while only 92 are about cell, buu has 97. Perfect Cell is also my favorite DBZ villain but he is probably the least important to the franchise.
